- Havana Trash/Brush Collection Update
On Saturday, July 20, the City of La Joya will provide a briefing on solid waste and brush collection services specifically for residents of Havana. This meeting will be held at City Hall at 9:00 am. Everyone is welcome. The detailed information on proper placement of containers and account billing will be provided. On July 1, the City of La Joya and Waste Connections of Texas – RGV began providing solid waste and brush collection services in Havana. This service is provided through an exclusive franchise agreement with Waste Connections to provide collection services for all residents and businesses. La Joya Public Utility Department (PUD) customers with existing Waste Connection service are not affected. The City’s PUD has created a Utility Billing account for Havana residents using their name and address. Havana residents may confirm that their information is correct by visiting our Online Portal ( https://secure.cityoflajoya.org/signup/ ); contacting us (956.581.7002); or visiting our PUD office at City Hall. The City’s PUD will issue Havana customers an invoice for Trash and Brush pickup monthly. These invoices may be paid in person at City Hall or by using our Online Bill Portal . Billing information which includes a Fire Protection Fee will be sent to Havana customers with their first invoice in July. Havana customers do not need to make a payment at this time. - Sandbags Available for Storm Prep
In preparation for possible flooding from potential Tropical Storm 1, The City of La Joya Emergency Operations Center (EOC) has sand available for La Joya residents and businesses. This is a self-serve operation. Sand, shovels and bags are available for La Joya residents and businesses at the La Joya Police Department (rear access road). Residents must provide proof of residency with a government-issued photo identification or utility bill. Residents may prepare four bags and businesses six bags. La Joya Public Utility Department (PUD) customers with existing Waste Connection service are not affected. Havana residents who have service with another collection company should contact them as soon as possible to cancel their collection services, which should be discontinued by June 30. The City’s PUD has created a Utility Billing account for Havana residents using their name and address. - Help Conserve Water
Water Service Restored, but Conservation Still Needed. On Friday, May 24 our Public Utility Department (PUD) was able to restore water supply after repairing a leak on Leo Avenue and 6th Street. Due to the interruption of service, however, the PUD issued a boiled water as required by state regulations. The boiled water notice remains in effect until the state tests water samples on Tuesday, May 28. The City apologizes for any inconvenience during this time. The PUD does remind customers that the we, like other cities in the region, remain under water conservation. Please help us conserve water since the drought has left the Valley’s water supply from Falcon and Amistad at less than 20 percent. La Joya PUD has implemented Stage 2: Moderate water conservation. Even number addresses may water lawns on Sunday morning (Midnight to 10:00 am) and evening (8:00pm to Midnight). No customers may water on Monday, May 27 or Tuesday, May 28. Specifically: Lawns: Hose sprinklers & automated sprinkler limited. Hand-held hose/bucket anytime. Vehicles, motorcycles, boats, trailers, etc.: Hand-held hose/bucket required. Non-essential, sidewalks, driveways, buildings, etc.: Prohibited. Pools, Jacuzzi: Same as Lawns. Fountains, ponds, etc.: Only with aquatic life; or with recirculation system. Commercial Car Wash: Normal operations. Restaurants: Water only if requested. Hydrants: Firefighting only. Construction permits required. For more information, contact our PUD at 956.581.7002.
- Memorial Day Holiday
City of La Joya and Manuel Garza VFW Post 3895 will render Honors to our Fallen Heroes on Memorial Day at 9:00am. First stop is at 7:30am at the Garden of Angels Cemetery. All times are approximations, 9:30am La Joya Cemetary, 9:50am Private Rancho, and 10:20am Havana Cemetery. City of La Joya offices will be closing Monday, May 27, 2024, in honor of Memorial Day Holiday. We will resume Tuesday, May 28, 2024.
- La Joya Earns an "A"
A bonding company based in New York City recently reviewed the City of La Joya's governance, management and finances and granted the City an "A" rating. Standard & Poor Global is one of three rating companies that review federal, state and local governments interested in obtaining investment from private capital markets. Their review allows the City to secure financing for its projects at lower interest rates. This is the City's initial rating, which was initiated to issued $1.9 million in bonds for the new Fire/EMS Station building. The $3.1 million project is financed in part with a grant from the U.S. Department of Agriculture - Rural Development. provided by Congressman Henry Cuellar. This rating also can be used to finance other debt, such as the proposed Water Treatment Plant (WTP) expansion and the new Wastewater Treatment Plant (WWTP) funded by the Texas Water Development Board (TWDB). HillTop Securities assisted the City in securing this investment-grade rating as their engagement as financial advisors. La Joya is the only city west of Mission with a bond rating.
- New Ambulance for La Joya & Sullivan
The La Joya Fire/EMS Department is starting its second year with a new addition: a new ambulance. The new $220,000 ambulance was awarded by the Texas Department of State Health Service (TDSHS), and required no local matching funds. The Department's Medical Director, Dr. Carlos Palacio, was instrumental in securing the funding for the City. The new EMS unit joins the existing ambulance partially financed by the Texas Department of Emergency Management (TDEM) through the Border Star grant program. This second unit will allow the Department to better provide emergency medical response to residents of La Joya, and its partner, Sullivan City,. After completing a competitive selection process, Sullivan City awarded a contract to La Joya to provide Emergency Medical Services to its community beginning in May 2023. Fie Chief Leroy Salinas expects the second unit to be operational by March.
- City Expecting $23 Million for Utility Projects
Officials with the Texas Water Development Board (TWDB) will be meeting in March to finalize approval of $22.8 million in utility infrastructure for the City of La Joya. These funds will ensure continued service delivery of water and wastewater for the growing community for years to come. A portion of these funds will finance the $7.1 million Water Treatment Plant (WTP) expansion from its current capacity of 0.8 Million Gallons per Day (MGD) to 1.6 MGD. This doubles the City's current capacity for new homes and businesses. The second project is for the new $18.7 million Wastewater Treatment Plant (WWTP), consisting of $15.7 million in new funds and $3.0 million in existing funds. The new plant has a capacity of 1.2 MGD. The TWDB funds these projects through its Drinking Water State Revolving Fund (SRF) and its Clean Water SRF. The City qualified for 70 percent loan forgiveness. The City has been working on these projects for more than five years, having submitted competitive applications to the TWDB. The City assembled a team of professionals to submit this latest application. The team consisted of RRP Consulting Engineers, LLC (formerly S&B Infrastructure), HillTop Securities as financial advisors, and Cantu Harden Montoya as bond counsel. The City's Public Utility Department (PUD) coordinated the effort with the support the Finance Department and City Secretary's Office.
